Forms can't use Options buttons

I have a form. Protected document.
There are two sets of options buttons. When I complete the design of the
form and protect the document it is set to allow "Filling in Forms" only. As
soon as I have tested it, then saved it, everything works... the options
buttons allow only one selection at a time, etc.

However, when I close the file, and then reopen it, none of the options
buttons do anything. It's like they are invisible to the mouse. The forms
fiels continue to work properly, but none of the options buttons - or even
control buttons from the Toolbox will work.

Controls from the Controls toolbox can't be used in protected forms.

Is there no way in Word to create forms type document that allows for options
type buttons? The forms check boxes work fine, but I need the options
buttons that allow only one choice at a time.

Under what circumstances would you use the toolbox that includes the options
buttons if you can't protect the resulting document?
