forms and activeX controls

I'm getting an error that says These forms contain activeX controls and may
be unsafe for initialization when I open emails. How can I fix this?

Start by telling us your Outlook version and where the items that trigger
this message reside and where the form(s) are published.

The version is Outlook 2003. I suspect that I need to change the security
level by going into Tools>Options>Clicking on the Security tab and then
change the security zone from Restricted sites to Internet sites. I don't
have Outlook available at this time to try this yet. Do you think this will
work or do you have another idea.

The Internet security setting may not be related. Repeating: Where do the
items that trigger this message reside and where are the form(s) published?
