To boot from the CD you'll need to make the CD ROM FIRST
bootable device in your BIOS. To enter BIos press the F8
key.

Also have to make sure that the bios setting for the cDrom is set to
AUTO, not NONE as many home builders/small pc shops set it up as.

The key or key combo used to access the BIOS differs between BIOS makers.
Award and AMI commonly the Delete Key, and Compaq generally uses F10. But no
BIOS is accessed using F8. The F8 key is used to access the Advance Menu if
Windows XP is installed.
Michael Steven's has a good list of commonly used BIOS access keys

The XP CD displays a message that says "press any key to boot CD...." and
gives you only 5 seconds to press a key before it passes to the next device
which is usually your Hard Drive. Some computer have a setting in the BIOS
that enables Silent Boot or Rapid BIOS Boot. Or some BIOS have a Logo that
is displayed during bootup. If so disable these as you might not be seeing
the boot message displayed.

Hit the Esc key to remove boot logs and display boot messages.
