Formatting...HELP

I have a document in which I need to have headers and footers, titles for
each page, and under each title a border (or some such that will allow me to
do the following) that will separate that section into two halves. Each of
which will include text, a graph, and a table.
Previously, I used a single row, single column table to accomplish this,
but found that it created issue when then moving or formatting the graph and
table inside.
Any suggestions of how to accomplish this without using a table would be
greatly appreciated. I can provide an example page via e-mail if it will
help.

Format the paragraph with the title with a bottom border (Format/Borders and
Shading)?
