Formatting CD-R in XP

Does anyone know of a way to format a cd-r or cd-rw disk
from the command line in XP? Using the GUI drag and drop
thing is driving me nuts.

You cannot format a CD-R, only a CD-RW can be formatted.
Put a blank CD-RW in your CD-ROM, go to Start/MyComputer/
rightclick your CD-ROM drive, a window should open with a
choice of "Format", click it and wait about 20 minutes
while it formats. Now you can use it just like another
harddrive.

I'm curious about 'Format,' because I never format any of
CD-RW I've been using. Since I've been on XP, I just pop
a CD-RW in to CD-ROM tray and afterwards everything is
OK. I've been using XP CD for copying small
files/folders. For BackUp, I have a third-party software
to do the job.
My question is:
Why does a CD-RW need to format for?
I just wonder, ... "for using just like new
harddrive" .... does it mean 'BackUp' purpose?
After all, without format, have I been doing something
wrong with copying?
I'd appreciate it if you could give me a clue/hint on
this.

Writer rather than EZCD 6 I purchased from local store.

The inbuilt burning of XP does not format disks, for true drag drop,
anyway, and certainly not from the command line. You might be able to
with one of the packet writing packages (IIRC DLA used to have an
interface for it), but not in native software. Read up on CD burning in
