Formatting a Report

Is there a way to construct or insert a "table" into an Access 2002
report similar to a Word table? I would put labels in the upper row and
data links in the lower row.

Isn't what you are describing a basic Access tabular report? If you need
something different from this you might want to mention your requirements.
