formating drive C for a clean XP install

I am haveing problem with windows and it seem no one has an anwser for me .
So I would like to know do I have to format drive C to install a clean XP
install or can I just install over XP and get a clean install.
 
A "clean install" requires a reformat of the hard drive
or partition you wish to reinstall Windows XP on.

Boot with your XP CD.

Follow through the installation steps until you get to the one where it asks
where you wish to install Windows XP. Delete the partition(s) shown that
you would like to get rid of and create a new partition. Install Windows XP
onto that partition. Stay off the Internet (physically disconnected) until
you make sure the firewall is on.
