Format toolbar grayed out after mailbox migration

We recently migrated our mailboxes from 1 Exchange 2003 server to another
Exchange 2003 server in the same forest. The mailbox moves were successful
except we noticed that the format toolbar is grayed out.

All use Outlook 2003. Running detect and repair did not fix the issue. There
are no GPO's configured.

Any ideas?

Is Outlook's default message format set to "Plain Text"?

Its set to HTML. I tried changing it to plain text and no result.

OK. I always try to look for the "duh, what was I thinking?" solutions so
please don't be offended if this is is too elementary...but the format
toolbar does not become active until you click in the message portion of the
message window. Any chance that is happening?

Funny you mentioned that, I thought of that after my first look at it. No,
its not that simple! I've been looking for ways to reset the prefs in Outlook
but cant' find such a thing.
