format menu (Alt+O) only highlight

hi,
I found my word strange.
In every menu usually there is a shortcut letter, for example if we type Alt+F then the file menu will drop and give us more menu.

My Format menu doesn't drop if I type Alt+O, it is only highlight. why is that happened ?

I found the answer now it is because I open and float my Align or Distribute menu, this menu will not make my Format drop when I type Alt+O.
