Format Logical Partition as a NON Administrator - Possible ?

Hi All,

I have a problem and I wonder if anyone can advise.

I have a 1GB Logical partition on my hard disk and I wish a NON-Administrator
to be able to Format this partition.

It seems that the only persons that can perform the partition are
Administrators.
The Security on the partition has "Everyone" with "Full Control"

Does anyone know of any way that I can allow non privileged users access to
format a logical partition ?
