If trying to format a partition/hard disk other than the system drive, just
use Disk Management. If you are trying to format the system (c:\) drive,
boot from your Windows XP CD, pretend you are installing until the "Choose
which partition to install on" and delete the partition(s).
If you are trying to format a HD that does not have XP on it try administrative
tools /computer management/disk management.
If you are trying to format the HD that has XP on it use your XP CD.........its
bootable...otherwise XP will not let you format its drive.

If it's that system drive (where the OS resides), you cannot format it
from within WinXP. This would be the computer equivalent of sawing off
the tree limb you're sitting on, and WinXP is "too smart" to allow this.
Simply boot from the WinXP installation CD. You'll be offered the
opportunity to delete, create, and format partitions as part of the
installation process. (You may need to re-arrange the order of boot
devices in the PC's BIOS to boot from the CD.)
If it's another hard drive installed in the computer, there's no need
to use the command prompt. Simply double-click My Computer, right-click
the hard drive/partition in question and select "Format."
