I finally know something so I'll try to help. If I am incorrect, someone
will let us know.
Two ways that I know of are to open your form in design view. Click
View/Tab Order. Select the section you want to organize and you will see
the controls listed here. Click on the name of the control and drag it to
the position you want, the top would be the first tab stop the bottom is the
last. The other way I know is, while still in the design view, R click on
the control then click properties/other tab/tab stop and tab order are here.
0 is the first tab stop. This is where you can say no if for some reason a
tab stop is on a label or other box on your form.
In design mode, take a look at the properties window for your form's fields.
On the "Other" tab you'll see "Tab stop" and "Tab index". Tab stop set to
"Yes" means that field will be tabbed to, and Tab index is where you can
assign a number which will order it in relation to all the other fields you
have set to "Yes".
For speed and if you want a simple left to right, top to bottom order,
right-click the upper left corner of your form in design mode, and select Tab
Order. You can then choose "Auto Order".

I'm new to this, but I'm using access 2003 (as far as I know) and I just
changed my tab order by:
1. Display the form in Design view
2. Choose View--Tab Order. This displays the Tab Order box.
3. Drag the fields so they appear as you want them.
4. close the dialog box.
