Form size on screen

I have this issue with forms not displaying in full on my new
wide-screen laptop despite the fact that it has more pixels than the old
monitor - it is however not as tall as the old one. So I believe
that there is some "cm-to-pixels" conversion that actually uses more pixels
per centimeter on the new screen.

Can I somehow set that conversion factor myself?

Now having 1200 pixels on the vertical as opposed to 1050, I would expect
any given form to be taking up less relative vertical space if this factor
was the
same on both laptops.

I wouls expect the same. Have you checked the font-size? It's in the
"Appearance" tab in your Display properties. If you need more help, I
suggest you go to one of the Windows newsgroups, where they know more about
these issues.
