Why does my email address keep showing up in the from field when a person
gets a form that was filled out by someone else. In other words I have
created a form on someone's website and then when the form is filled out by
"Joe browser" my email address is populated in the "from address" when the
owner of the website gets this form that was filled out by "joe browser".

If you use the FrontPage extensions for the form then the From address
is hard coded into the extensions email configuration. The ReplyTo
address can be configured in the form properties to use a form field
filled in by Joe Browser. To change the From address you must ask your
host to reconfigure the email transport. But the address will be the
same for Joe Browser, all his friends, cousins and his dog.

If a script (asp, php, etc) is used to process the form, then the From
address is either a field in the form (perhaps hidden) or is coded in
the script - the script will have to be changed to change the From
address.

Don't forget Joe Browser does not send the email, the server does that,
so the email should be from the server.
