Form Problem in Outlook 2007

When trying to just publish a new form, getting error "Cannot publish the
form because of a MAPI error. The operation failed." Recently switched from
Exchange 2003 to Exchange 2007. Running Office 2007 with all current
updates. This is happening to multiple users on multiple PCs.
 
Where are you publishing the form? (Organizational Forms Library, Personal
Forms Library, An Outlook Folder [e.g. Inbox], .etc)
