Form is locked because a record was deleted

I am a call agent and had recieved a call from a customer that is the DA of
an access database. She is trying to update a form in access and is recieving
an error when trying to open the form.
The error says Form is locked because a record was deleted.

Unless that is a custom error message, I don't think that is what it says.
Post the exact message.

Never seen a form "locked". Does that mean it will not open at all?

My guess would be that whoever built the file created this error.

I could be wrong on this, but that message seems very odd.
