Form has no height parameter???

I have a form that does not contain a height parameter, only width. The size
I drag the border to seems to have little to do with the size the form has
when it opens. How can I precisely control the form's dimensions?

The form has a width. The sections have a height, but the form has an
InsideWidth and an InsideHeight.
