That explanation is a bit confusing.

I want the form to on the next new record to find the last
value used (say Division ID 44) and add 1 to it if its
below 65. Same question ID of its below 231.

ok... again:

Say you have a record you've just entered with DivisionID 44 and with
QuestionID 103.

When you create a new record do you want it to have DivisionID 45 and
QuestionID 104?

What do you want to happen if DivisionID is 44 and QuestionID is 230?
