forgoten password

i may have completely misunderstood the issue but when i forgot my
password to a Hotmail account, the new password/reset was sent to the email
account that i couldn't get into because I couldn't remember the password.

How can i access the new password or reset if my password if I cannot get
into my email account? Or have I missed something?

please advise
