forfiles ftime returns wrong time

Whenever I use forfiles in conjunction with @FTIME I get
the wrong modification time for the files. Every file I
list and/or try to work with displays a mod. time that is
4 hours different than the time that I see using dir or
Windows Explorer. I am on the East Coast so my time zone
is EST + Daylight Savings Time right now which equals GMT-
4. Anybody know how to get forfiles/ftime to work with my
system time NOT GMT? Thanks.
