Forest ? tombstone?

hi ,
just do my dcpromo recently, is the first dc that joint an existing forest.
after i let the ad wizard to configure the dns itself , everything seems
normal.
but once the AD wizard is performing replicate all the schme to another DC
during the setup an error occurs.

event id 3113
event id 1168

The Directory Service failed to create the object CN=xxx, CN=Partitions,
CN=Configuration, DC=aaa, DC=Com

"the role owner attribute cannot be read "

the two DC is connected to a same network.

please assist,
