Foreign Languages in Outlook Spell Check

I have a user that wants to add German spell-check to Outlook. In Options-

Spell Check, you can select from four English dictionaries, two French and

one Spanish. Any idea how I can get German into this list? Most of the
instructions I have read involve changing the OS language, which is NOT an
option.

You don't mention what version of Outlook and Office are being used. That
information would be particularly helpful.
