forcing value into remote cell

i want to create cell A3 with a calculation that forces a defualt valu
into cell B3 if cell B3 is blank, but then that value can be overwitte
by the user without affecting cell A3...possible
 
Enter =A3 in cell B3.

B3 will pick up whatever A3 has in it. The user can over-ride B3 with any
entry and not affect A3.
