Forcing proxy settings to none authenticated clients

I am a consultant for a private college and my issue is that they allow
students to bring computers from home to use in their dorm rooms. The school
provides the dorms with Internet access and a dhcp server for the student
network. We would like to block internet access to these computers unless
they enter a specified proxy server. However, the dorm computers do not
authenticate to AD so it can not be forced through group policy. My questions
is, is there another way block internet traffic unless they have the creat
Proxy server entered?
