forcing font display

What do I need to do to make sure the font on a page
displays at the correct size. The layout can be skewed
if someones browser settings for the font is 'largest'
etc...

Actually the correct size is based on what a user need in order to be able
to read the content on the site.

You can use CSS to somewhat lock the size, however IE user can override
this, under their Accessibility setting if they are aware of them, others
user if they can't read the content will just move on to another web site
where they can read or adjust the font so that they can read the content.
