Force Scroll Bars visible on Text Box?

If a text box is bound to a text or ntext field (in an
Access data project), the vertical scroll bar becomes
visible when the control gains the focus and becomes
invisible again when the focus is lost.

Is it possible to keep the scroll bar visible, or even
better; to programmatically control when it becomes
visible/invisible? I would like to use this as a visual
cue to indicate when the contents exceed the visible area
of the control.

Any help appreciated.

No, the scroll bars will show only when the textbox has the focus.
