forbidden 403 error when i create a new asp.net application

I have tried solutions such as :
1. setting the execute permission to script only.
2. Adding Mime types of .tmp and .exe
3. Reinstalled IIS.

If i try viewing any html from the configured localhost it says the same
access denied 403 error...

what can be the solution.
 
i re-installed the ASP.NET component and checked the "allow" option in the
web service extension. And everythign seems to work the very same.
