OK, Tim,

Now, let me get this straight: the tuner IS VISTA CERTIFIED!!!!!!!!!!!!! but
no functionality at all.
From the recent analysis of the situation, it might be a port problem.
Because the tuner was tested on another computer and it did not work. That
computer had XP. It had the drivers. So, i'll just have to... sort of buy
another one, no?

Yes, if you tested the tuner on a different PC and it still doesn't work,
logic would tell you that the tuner is defective and needs to be replaced.
It doesn't matter that it is Vista certified...if it's broken, it's broken.
