footnotes numbered wrong

Hi, I posted a couple of days ago. It turns out the writer of this article
that I am editing did some of the footnotes properly and some of them
manually. Can any one please tell me how to fix it, so that the footnotes are
numbered in order?

The only way I know of is to insert "real" footnotes where they are needed
and to cut and paste the content of the "fake" footnotes into them, then
delete the "fake" footnote references.
