Footers change in different sections

I have a Word document with multiple sections and I want to keep the same
header and footer on all pages but the headers and footers change after the
section breaks. If I click "Same as Previous" when viewing the header and
footers, they don't change, sometimes I can not even select "Same as
Previous". I have tried positioning the cursor after the section break,
changing to normal view, view header/footer, and then selectng "Same as
Previous" but still it doesn't change.

I checked the File-->Page Setup-->Layout and neither "Different first page"
or "different odd/even" were checked. I did notice that the Preview box
indicated "this section only" but even if I select "whole document" it
doesn't save that change. Could this be part of the problem?

I also tried to insert a "next page section break" on the page prior to
where I want to change the header/footer (i.e. I want the same header and
footer on all pages) and turned "Same as previous" on or off, but it didn't
help. The footers in some sections appear to have a life of their own. I do
have several sections on one page, i.e. no columns to two columns and back to
no columns. Shouldn't the default setting keep all the headers and footers
the same unless the user sets up a change?

Hi, NL. The only other thing I can think, then, is that perhaps you've got
margins that don't allow the header/footer to SHOW in some sections? You're
