How do I embed Wingding fonts to web page text so other viewers see the
correct font?

Assuming your entire site doesn't consist entirely of
Wingding-fonted content, I would suggest you employ a
graphics program (eg, Photoshop Elements) to make an
image of your Wingding fonts.

Any other approach would involve a download which many
visitors would reject on principle.

There is an interesting method evolving called "SIFR" that you might want to
check by Googling (first 3 hits are the ones). It uses Flash to carry the
font into the page, and javsacript to replace a normal font usage with the
Flash fonts. While it adds a bit to the page weight, the required code can
be externalized and therefore cached, so you only take a hit on the first
page.
