Follow up flag

What do you mean? When you set a reminder for a flag due for a specific time
the way the time is being displayed is like the format you specified in
Control Panel-> Regional and Language Options which allows to to set the
system's default.

The default reminder time for the flag is the same as the time you have
defined as the End time in Tools | Options | Calendar Options. You'd have
to change that value to change the default flag reminder time.
