Folders

I have a few folders on my computer with names like
4c602fcb2d599395dad375f282 all of which also have a subfolder called Update
as well as several files.

I guess Windows Update has created these folder and the files therein. Not
sure what purpose these folders/files serve. Is it safe to delete them?
 
No it is not safe to delete them.
They are the uninstallers for the updates that have been installed.

Correct! These temporary folders will usually be removed after the update is installed. If not, you can safely delete this folder.
