I need to install a program that requires access to the
desktop folder. However it is set at read only, and
everything I've tried to change it hasn't worked.

I've tried:
Changing the attrib directly - it just changes back !
The attrib -r command line made to differance
Even booted into safe mode then the above aptempts still
did nothing

How can I change this folder off of "read only"???

Please, Please help

The folder attribute isn't relevant - you need to check your NTFS
permissions on the folder in question. What context does the application run
under? You can't assign permissions to a program, only to users/groups.....

Have you tried to install the program yet ? If not, go ahead and try
installing it using Admin privileges. I think you'll find it doesn't matter
whether the Read-only box is checked or not. You might ask "Then what's the
purpose of the Read-only check box ?" To be honest, I don't know, but my
text book says,
"Read-only files can be renamed, moved, deleted, and, of course, Read."
from page 421 of the book Windows XP Inside Out

I've tried and failed many times to install the program,
including as the administrator, and any other new account
with administrator settings.
The program installs an "admin" tool, that when launched
should create a new shortcut on the desktop, but I just
get an error message saying you do not have permission
to, access the desktop folder...

Ask the software developer for help. Doesn't sound like the program or the
setup is written correctly to me.

Got me scratching my head now.
Normally, the Admin account would have permission on the folder named
Desktop, but of course, it is possible that permissions got changed. What
are the permissions on the folder named Desktop ? When you click on
Effective Permissions what do you see ?
