Folder Options Permission denied in I.E. - Permissions denied <<--

The following "Restrictions" Alert window, after
closing some ports and updating WMP9. And closing
some ports.
"This operation has been canceled due to
restrictions in effect on this computer. Please
contact your system administrator."

After downloading and completing an upgrade on
Windows Media Player.
And closing Ports 137, 138, 139, & 445
Used the following method to disable ports.

In short the 136-139 is closed in network
neighborhood using NetBT (Net Bios over TCP/IP) and
Disabling NetBios over TCP/IP under the Wins tab.

Has anyone come across this?

I can still use Folder Options in the Control
Panel, and have full control administrative
account. This is a little mind boggling.

Please let me know, if you've had any experiences
with this.

838026 is the package that was downloaded and
installed for Windows Media Player Script Command
Behavior. Oh, the settings to set up Internet
Protocol (TCP/IP) Properties.
