Suddenly the Folder List does not appear in navigation
view on any of my FP webs and the option is not displayed
on the View menu. It does appear in Folder and Page
views. It only recently started doing this. It makes it
impossible to add pages to navigation.

In FP2003, the only time File List is missing from the View menu is when
there is no web open, however with no web open there is no Navigation view
available.

Could you have obscured the File List by expanding the width of the
navigation pane right up to the Views pane? If so, move the mouse cursor to
the boundary of the Views and Navigation panes until the cursor changes to a
resize icon, and drag to the right. This may uncover the missing File List.

Is there no other way?
It does not appear in any of my webs.
I tried what you said and still no list on the navgation
page
 
With FrontPage closed, in Windows Explorer find and delete cmdui.prf
(in C:\Documents and Settings\<username>\Application
Data\Microsoft\FrontPage\State in WindowsXP)
This is a hidden, system file so you may have to set explorer to show hidden
and system files.
Deleting cmdui.prf will remove all your changes to menus and toolbars in
FrontPage, but will restore the original, defaults when FP is restarted.

From the FrontPage help menu, choose Detect and Repair. (Requires FP CD.)

Other than the above, I have no further ideas.
