What is the simplest way to change the colour of ALL folder backgrounds from
the white which appears to be the norm?

SORTED.... Sorry...must engage brain before posting silly requests for help.

Done via Desktop Properties, Appearance Tab, Advanced option...then folder
window background to my chosen custom setting.
