Folder Attributes

I'm having trouble with my "All Users" folder
dissappearing on me. I know that the problem is in the
attributes, and further I know that to fix it I change
the attributes of the folder to be not system and not
hidden.
However this is only ever a temporary solution, it seems
at random the folder will acquire the hidden system
attributes again and once more be hidden.
As of yet I haven't discovered what the trigger is for
this abstract behaviour, so I'd appreciate any ideas.

The trigger is the desktop.ini file.
It's a System Folder and *you* can't mess with it.

To display Hidden files and folders

Start | Settings | Control Panel | Folder Options | View tab
Check:
Display the contents of system folders
Show hidden files and folders
UNCheck:
Hide protected operating system files
Apply | OK

[[Hidden files and folders will appear dimmed to indicate they are not
typical items.]]
