Fltsim2004 (fs9) poor frame rates

just installed fs2004 and am getting frame rates no better then 8-9 fps.
dx9.0b installed with a intel mobo w/on board video 'intel extreme
graphics'. how do i improve the frame rate to by base 16fps setting?
