Floppy files to bootable CD

How does one convert floppy files into a bootable CD? I do not have a floppy
drive on my PC, so can I unzip the files I downloaded and work around this?

This was a toughie--I used WinImage to make image files of the floppy data. Step 2--Created file folder from the Nu2 website. Step 3--To make .ISO files I used the Deep Burner freeware program. All done!
