You might like to read this MS article:
http://support.microsoft.com/kb/140060

It explains why some preformatted diskettes work fine with DOS and
Win95, but produce the "not formatted" error in Win98 and above.

However, it does not explain why you can't reformat your diskettes.

You could try using Debug from a DOS prompt. The following [edited]
output shows the content of a 1.44MB floppy diskette's boot sector.
The media descriptor byte (F0) is at location 115.

C:\WIN98SE>debug

Had the same problem, it was only after re-installed Vista that the floppy
worked again.

You still need a floppy with Vista? Boy that is a sad piece of
information.

Like I said:
Did you try a brand-new floppy, not an old previously-used one?

No It asked if I want to format yes/no. No matter if I say yes it
comes back with disk cannot be formattedmIf I say no it kust does
nothing. The led is on,. I have tried new foamatted flopppys, old
ones ,blank ones and ones with data on them. Always the same result.

I`ve just come in here.
Delete the floppy drive in your Device Manager.
Restart the machine, and see if the system finds it again.

Floppy drives have been going down hill for a while now. Maybe allot are
recirculated/refurbished. Data cable is the same?, seems to be the common denominator.

You need to eliminate Windows XP. If you have a bootable diskette, try
booting from it. Otherwise try reading the raw sectors as I showed you
elsewhere.
