floppy disc won't work

When opening a folder in Documents, and want to copy it to floppy, I scroll
down to "send to". It won't open the choices, including floppy. I get an
hourglass, and have to close the window. The computer reboots, not a
complete reboot, but short.
Tried floppy troubleshoot, to no avail. Any ideas?

Tried using another floppy diskette, perhaps one that was
formatted by the floppy disk drive to which the contents of
the folder are being sent?
