Flickering Cursor

My Outlook 2007 has started an annoying habit where the cursor flickers
between the Capital I bar and the hourglass symbol. It used to just flicker
when email was being downloaded but it is constant. It works OK but is
driving me crazy. Is there a simple fix. I have tried uninstall/reinstall and
repair and they make no difference

The CPU usage goes 6,10,8,11,7,11%

I am having the same problem in Works 8. Any help would be apreciated.
