Flash problem in IE6 on XP with dialup connection

I've been working on a site that required a number of
Flash slideshows to be developed. We fully tested the
site when it was launched in June this year with no
problems. However, in the past couple of months we've
received an increasing number of reports of issues with
the Flash under very specific situations: IE6, Windows
XP, dialup connection. The issues are as follows:

1. Flash starts ("loading" screen only) but won't load
JPEGs (imported on the fly using LoadMovie())
2. All other download of the page stops, so that the user
generally ends up with text & not much else
3. IE6 stops functioning so that they can't even access
other pages in the site - or any other site without
closing down the browser first.

The Flash consists of a very simple kernal which just
loads in the JPEGs. JPEGs are not progressive (which I
believe can cause problems) and in every other browser,
and IE every version on a different operating system, the
whole thing functions beautifully.

What seems to be happening is that the browser starts to
download the JPEG and just keeps on downloading and
downloading. Pressing Stop has no effect, and when I
tested it out it kept going way past 2Mb - way more than
all the JPEGs put together.

Any ideas what's causing this? We're getting more and
more reports as the weeks go by - could it be a recent
upgrade to IE6/XP???

Any advice appreciated.

If it is recreatable put a packet trace on it.
Could be a retry situation. E.g. MTU size problem.
