Flash links won't play in Packaged CD option

My ppt works... my 'save as webpage' works... But when I 'Package as CD' the
presentation does autoload/run nicely, but when I get to the slides with the
embedded/linked Macromedia Flash MX2004 .swf files they appear as static
pictures of the first frame. Like a snap shot of the flash files. So it
SEE's the files, it just won't 'play' the files.

Is there special code I need to change or something?
(Moderate/Beginner programming skills so please be specific)

The PowerPoint Viewer does not support Activex controls, hence Flash movies
will not play as expected.
