Flagging Time from a hard date entered by user

I have a report that I send out to training specialists that shows certain
training certification requirements for other EE's. Some certifications
require a three year "Re-certification" what I want to happen on my report
is...

If the date field on the report is empty, then shade it red

If the date field is older than todays date, then shade it red

If the date field is within one month of being past, then shade it yellow.

Use the built-in "conditional formatting".

While in design view, highlight the data control, Select "Format" then
"Conditional Formatting..." then enter your conditions and colors.
