It's a built-in and part of the shell or something.

I would love for it to be a separate program, but it's not
available that way.
There are other programs.
Bootrec is obviously not intended for WinXP, as it
doesn't support NT52 argument.

The manual page for bootsect, suggests it has the
"right stuff", supports NT52, but in practice I don't
think it worked for me for some reason.

And those are all the ones I know of, short of using "dd", finding
a copy of the MBR code, and doing it that way.
Doing fixboot (the one for the partition boot sector), is out of the
question, because it seems to do more than you'd think. I wouldn't
attempt to fiddle that one manually, unless a good deal was known
about the partition (like copying the file system header, prepping
the partition the same way each time, so any mistakes you make might be
invisible to you).
So when I need to repair stuff, I'm still booting the CD. After
a lot of screwing around, and not getting anywhere, that's
always faster.
You get bootrec or bootsect, off a Vista+ (Vista or later) DVD.
