Fixing the position of Comments

When inserting a comment onto a worksheet it is possible to change the
size of the commment so that all the text can be seen. It is also
possible to click & drag the commment to a particular part of the
screen when in editing mode. BUT when the user holds the cursor over
the relevant cell the comment pops up where it wants to, not where
previously positioned. Is there a way to fix the position of the
comment?
