Fixing a damaged Home Network

I'm trying to fix my home network. I am Networking 3 computers with 98SE, 1
with ME and one with XP Home on it. I have a cable modem connecting to a
router which is attached to 2 switches. Ther computers are attached somewhere
along the line either to one of the switches or the router. Along time ago,
when I first set this up they all worked perfectly. Something went wrong, and
I keep trying to get them all networked, but most of the time only a few of
the computers work at a time. On the computers that don't work, I get a
message like

(My network) is not accessible. You might not have permission to use this
network resource. Contact the administrator of this server to find out if you
have access permissions.

The list of servers for this workgroup is not currently available.

I don't konw what to do from there, because it is a home network and I
thought I was the administrator. Each of the computers have internet fine,
it's just accessing files, and seeing other computers across the network
which is the problem.
My question is, does anyone know a way to fix my network?
