I've seen this discussed before in a.c.f. but must have
missed any answer.

Looking for a graphics program to allow me to choose a
fixed-size crop frame ... say 800x600 or 480x640 and
be able to move it around on top of any given larger
picture where I want to grab just the framed portion
for a new picture. Too many programs provide only
a cumbersome drag open frame with inaccurate or
difficult to manipulate dimensions.. much less moving
the grab frame around on the base picture until you
get it where you want it.

Use
"Edit\Create custom crop selection..."
Enter 800 in width
Enter 600 in height
Click("Apply to image")
Use mouse rightclick on the crop to move it around in the picture.

(Several more options for defining crop size)

I usually prefer IrfanView, but this is one area in which XNview
surpasses its rival. You can define a fixed-size crop area and move it
around, as in IrfanView, and you can define a ratio, such as 4:3, as in
IrfanView, but you can also (!) drag/draw a continuously resizing fixed-
ratio crop area, or use any of 8 drag points on the crop lines, moving,
expanding, or contracting the crop area while maintaining the defined
aspect ratio. (Edit, Set Selection)

In the dialog box for Create Custom Selection in _IrfanView_ are 2 statements:

1. The selection can be moved using the right mouse button

2. Press and hold CTRL key down if you want to resize the selection keeping the
actual ratio

That is, IrfanView can resize while keeping aspect ratio.

Thank you, Thorkild, for pointing this out to me. I had never noticed it
before!
